Report on obligations and measures for office buildings in the EU

Factor4 was asked by the Flemish Energy Agency to review the measures to reduce energy use in government offices in a number of European countries.

The report provides a concise, non-limitative overview of policies in a number of European Member States to reduce the energy use of existing office buildings from public authorities. These policies include both obligations and other measures to promote more efficient use of energy in office buildings and help governments and other involved parties to take action on a (non-)voluntary basis.
It also deals with a number of aspects such as the financing of investments that improve energy efficiency.
Finally, recommendations are given on energy performance contracts and the integration of measures that promote energy efficiency during renovation, expansion or maintenance of buildings.

This report was compiled by Factor4 in the framework of the 4th Real Estate Forum of the Flemish Government in Meise on February 27, 2015.
